I have a close friend that is obviously blocked from having his emails transmit; according to my Specifics', there are about 130 blocked email addresses in my program, however when I open the Black List, there are only 6 addresses listed. He's listed in my White List. My version is 7.3.78 and I'm using Outlook Express.....I've 'uninstalled SPAMfighter and re-installed.... no changes....
Any advice please on how to recover his account [we do chat via telephone]

Do you mean that emails from that person arrive in your SPAMfighter folder?
Or that his emails do not reach you at all?

Check if You are receiving mails from him when spamfighter is uninstalled. If not this means he send wrong or You have problems with mail, if Yes You should look at configurations again.
